Why wont he make a move? Still lovin' him, confused by what he means.?

I've dated this guy for 8 months, and it was great relationship something that was so beautiful, but we broke up, because I caught him cheating. We've finally spoken after five months of being broken up. I still love him with all my heart. He told me a few days ago, that he loves me, i'm the most beautiful ever, I'm funny, i'm caring, I have a heart of gold, he loves me with everything he's got, and that he misses me, in his life. He also told me he wants me, and that he'd die if anything happened to me. I love him so much, and he knows it. But why won't he ask me out again if he really wants me? He knows for a fact that I'll say yes, since I've said it around him, and too him, but sometimes he seems that he doesn't want to get back together, but most of the time he seems like he does. What does this mean? I'm so confused.
