What does it mean if you receive a restricted phone call on your cell phone?

Ok so my phone randomly started ringing at 11:17 pm and the number was restricted? So I know it wasn't a telemarketer, so could it be someone calling me to prank or someone who didn't want me to know there number?? Thanks :) btw I didn't answer the phone..
