Isn't the do not call list for the telemarketers?

The 'Do Not Call' list is a complete joke.!! I have had both my phones on the list for a year or two.. They just call 'Private', or 'Anonymous' or change their number with a spoofing program.. There has been NO decrease in the amount of calls...
